About the Journal

Perspectivas de la Comunicación (ISSN 0718-4867), a biannual electronic journal affiliated with the Doctorate in Communication at the University of La Frontera (Temuco-Chile), was created in order to contribute to the dialogue between academics in the wide field of Communication Sciences. This journal publishes mainly works associated with research projects and encourages the development of critical thinking about the various social, cultural, communicational, discursive, intercultural, political, and economic phenomena observed in Latin America and the World.

The journal PERSPECTIVAS DE LA COMUNICACIÓN is created in the year 2000 under the name Perspectivas de la comunicación en la cultura y el desarrollo (ISSN 0717-5175), changing in 2007 to its current name and gaining also a new ISSN.

Focus and Scope

PERSPECTIVAS DE LA COMUNICACIÓN (Perspectives of Communication - ISSN 0718-4867), is a biannual journal published by the Universidad de La Frontera (Temuco-Chile). This journal was created with the aim of contributing to the dialogue between the various researchers in the broad field of communication. It also disseminates primarily the work associated with research projects and encourages the development of critical thinking about the cultural, communication, discourse, intercultural, political, social, and economic phenomena observed in Latin America and the world.

Publication Frequency

From 2024 onwards, the journal will publish the accepted articles following the Rolling Pass modality; that is, articles will be published individually as soon as they are accepted and formatted, no longer having numbers but rather having only one volume corresponding to each year.

Open Access Policy

This journal provides open access to its content, based on the principle that providing free access to research to the public contributes to a better global exchange of knowledge.

Our journal utilizes the Creative Commons Attribution license, commonly abbreviated as CC-BY.

Archiving

This journal uses the LOCKSS system to create a distributed storage system among participating libraries and allows the creation of permanent archives in the journal for preservation and restoration purposes. This is the responsibility of the publishing entity, Universidad de La Frontera.

Publishing Fees

To publish in this journal has no cost for the author. There are no submission fees, handling fees, typesetting fees, or publication fees. There are no APCs associated with our journal.

Data Availability

All original articles must inform where data supporting reported results can be found, including links to publicly archived datasets analyzed or generated during the study. See this journal's manuscript template for examples of Data Availability Statements.

Revenue Sources

This journal is fully funded by the Chilean State university Universidad de La Frontera.

The Director and Editorial Team of the journal PERSPECTIVAS DE LA COMUNICACIÓN are committed to practicing and ensuring ethical behavior in accordance with the highest standards throughout the publishing process. Therefore, based on the the Ethical standards published by the Committee on Publication Ethics (COPE), we outline below the most important points of our ethical obligations:

Editors' responsibilities
· To act in a balanced, objective, and fair way while carrying out their expected duties, without discrimination on grounds of gender, sexual orientation, religious or political beliefs, ethnic or geographical origin of the authors.

· To adopt all necessary measures to prevent the publication of any fraudulent article.
· To treat special or sponsored academic articles with the same rigor as any other submission. Thus, every article will be considered and accepted solely on academic merit, free from any commercial influence
· To adopt and follow reasonable procedures in the event of complaints of an ethical or conflicting nature. Authors will have a reasonable opportunity to respond to any complaints. All complaints should be investigated no matter when the original publication was approved. Documentation associated with any such complaints should be retained.
· To commit to maintaining the confidentiality of the manuscripts, their authors, and their reviewers, in such a way that anonymity preserves the intellectual integrity of the whole process.
· To ensure the selection of the most qualified reviewers and most specialists scientific  to issue an expert and critical appreciation of the manuscript, with the lowest possible level of bias.
· The journal opts to select between 2 and 4 reviewers for each work so as to ensure a greater objectivity in the revision process.
· To comply with the time limits for reviews and publication of accepted papers, to ensure rapid communication of its results. To comply with the published deadlines (up to 30 days in accepting/rejecting for further review from the day the manuscript is received in the review platform) and a maximum of 180 days from the beginning of the process of scientific review by experts. Also, papers will not remain accepted in endless waiting lists without being published in the following issue. This will prevent from having a bag of manuscripts on a waiting list.

Reviewers' responsibilities
· To commit to performing a critical, honest, constructive, and unbiased review of both the scientific and the literary quality of the paper according to their skills and knowledge.
· To review a paper only if they feel adequate to the task proposed and if there is no conflict of interests.
· To commit to evaluating the works in the minimum possible time so as to respect the stated deadlines,  given that the journal policy for holding pending documents is limited and restricted for the purpose of respecting authors and their works.
· To submit a complete and critical report with adequate references according to the journal‘s review protocol and the established public norms for reviewers; especially if it should be recommended that the work be rejected. They are obliged to advise the editors whether substantial sections of the work have been previously published, or if they are being revised by another publication.
· To maintain the confidentiality of any information supplied by the editor or author. To not retain or copy the manuscript.
· To alert the editor to any published or submitted content that is substantially similar to that under review.
· To indicate the bibliographical references of fundamental works possibly neglected by the author.


Authors' responsibilities
· To maintain accurate records of data associated with their submitted manuscript, and to supply or provide access to these data, upon reasonable request. Where appropriate and where allowed by their employer or funding body, to deposit data in a suitable repository or storage location.
· To confirm/assert that the manuscript as submitted is not under consideration or accepted for publication elsewhere. Where portions of the content overlap with published or submitted content, to acknowledge and cite those sources. Additionally, to provide the editor with a copy of any submitted manuscript that might contain overlapping or closely related content.
· To guarantee that the submitted works are original and neither contain extracts from other authors, nor contain other fragments from written works that were previously published by the same authors. In the event that works have contents of other authors, the authors must cite them properly. If it is necessary, the authors will ask for the right permission to reproduce any content.
· To confirm the veracity of the data, namely that the empirical data have not been altered to verify hypotheses.
· Must ensure that any studies involving human or animal subjects conform to national, local, and institutional laws and requirements. The author/s must confirm that approval has been sought and obtained where appropriate. Finally, authors should obtain express permission from human subjects and respect their privacy.
· To notify promptly to the journal editor or publisher if a significant error in their publication is identified. To cooperate with the editor and publisher to publish an erratum or remove the paper if this is necessary.
· To pledge that they have revised the most up-to-date and relevant scientific literature about the subject matter, thereby taking into account the plural form of different currents of thought.
· To guarantee that there is the inclusion of those individuals who have made a scientifically significant and intellectual contribution to the conceptualization and planning of the work, to the contribution to the interpretation of the results and to the writing of the article. At the same time, the authors have been hierarchically organized in accordance to their level of responsibility and their respective roles.
· To accept to perform as peer reviewers of other articles if the Editorial team asks for it.

Publisher's Responsibilities
The Doctorate in Communication at the University of La Frontera (Temuco-Chile) is committed to assure that the Editorial Team of PERSPECTIVAS DE LA COMUNICACIÓN journal maintains the ethical standards here set.

Procedures for dealing with unethical behavior
Identification of unethical behavior:
• Misconduct and unethical behavior may be identified and brought to the attention of the editor and publisher at any time, by anyone.
• Misconduct and unethical behavior may include, but need not be limited to, examples as outlined above.
• Whoever informs the editor or publisher of such conduct should provide sufficient information and evidence in order for an investigation to be initiated. All allegations should be taken seriously and treated in the same way until a successful decision or conclusion is reached.
Investigation:
• An initial decision should be taken by the editorial team, who should consult with or seek advice from the publisher, if appropriate.
• The Editorial Team should gather evidence while avoiding spreading any allegations beyond those who need to know.
Minor breaches:
• It will be dealt with by the Editorial Team. In any event, the author should be given the opportunity to respond to any allegations.
Serious breaches:
• Serious misconduct might require that the employers of the accused be notified. Before taking a decision, it will be taken the experts‘ advice. In any event, the author should be given the opportunity to respond to any allegations.

Results:
· Informing or educating the author or reviewer where there appears to be a misunderstanding or misapplication of ethical standards.
· A more strongly worded letter to the author or reviewer covering the misconduct and as a warning to future behavior.
· Publication of a formal notice detailing the misconduct.
· Publication of an editorial detailing the misconduct.
· A formal letter to the head of the author's or reviewer's department or funding agency.
· Formal retraction or withdrawal of a publication from the journal, in conjunction with informing the head of the author or reviewer's department, abstracting and indexing services and the readership of the publication.
· Imposition of a formal embargo on contributions from an individual for a defined period.
· Reporting the case and outcome to a professional organization or higher authority for further investigation and action.

Conflict of Interest

Authors
When a work is submitted, all authors are required to declare and disclose any economic or any other kind of conflict that may have influenced the work. They must indicate any research funding support or any other personal or economic link related to that work. Moreover, they must notify any other conflict of interest that may interfere with the edition process.

Reviewers
External Reviewers must disclose to the Editors any conflict of interest that could influence their views on the works and must recuse themselves from examining specific works if they consider it appropriate. The Editor/s must be informed about the Reviewer/s conflict of interest to interpret evaluations and they must evaluate whether or not the Reviewer/s must be excluded. The conflict of interest can be monetary, institutional or collaborative nature or any other relation between the author and the reviewer.
The Reviewer/s must not use the knowledge of the works, before their publication to promote their own personal interests.


Editors
The Editor/s who make/s final decisions about submitted papers should have no personal involvement, professional or economic in any of the matters on which they are asked to rule. If other members of the Editorial Board participate in editorial decisions, they must provide the Editors with an updated version of their financial interests, as far as they could relate to editorial judgments, and recuse themselves from any decision where they might have a conflict of interests.
The published papers must state a description of all financial support or any conflict of interests that, based on the Editor/s judgments, the readers must know.


Publisher
Members of the publishing entity must not use the obtained information for the journal purposes.
